Does PayNet have a testing app or test simulator for making payments? If so, please provide the instructions and credentials.

Yes, test via a simulator is part of PayNet certification process prior to go-live. Refer to the Developer Portal for the details: 
• Certification Centre (similar to SIT with simulator) 
• System Verification (similar to UAT).
